Like Linda, my first thought was aphids; however, I've never seen anything like that.

We tried planting a hibiscus in our back yard this year, but ending up killing it somehow. We watered it, but the thing kept wilting before it finally gave it up.

While those look like aphids I think you might have a case mites.
Given that hibiscus are tempermental plants at best it really could be anything from to much water to not enough. These bugs might also go away with TGH- in other words the gloved hand!

thanks y'all. my first thought was aphids too but they are sorta a brown bug covered in white powdery stuff. they left what looked like shinny wet stuff but it was sticky. eww! this is a very well established plant (10yrs maybe)
I cut all the affected branches off, but I think they are comiming back.

again Eww!
